Ho Chi Minh City: Task Force 1645 resolves obstacles to issue pink books for multiple housing projects

On July 31, Task Force 1645, chaired by Nguyen Toan Thang, Director of the Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City, met with investors to resolve legal issues. Several projects, including Tulip Tower, were approved for pink book issuance to homebuyers or required to complete procedures for issuance.

Resolving obstacles for issuing pink books to homebuyers

On July 31, Task Force 1645, chaired by Mr. Nguyen Toan Thang, Director of the Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City, held a meeting with investors. The primary objective was to resolve legal obstacles and consider the issuance of Certificates of Land Use Rights, House Ownership and Other Assets Attached to Land (pink books) for homebuyers at commercial housing development projects.

According to information from the meeting, the task force prioritized and agreed to issue pink books to homebuyers at the following specific projects:

  • Saigon River Complex Residential Area Phase 3 Project: Invested by Vietnam Land SSG Co., Ltd., the project comprises 443 apartments and 52 townhouses. After reviewing the legal documents, the task force agreed to issue pink books to homebuyers.
  • Phuoc Kien Residential Area Project: Invested by Nam Saigon Development Joint Stock Company, with a scale of 824 houses (including 655 garden townhouses and 169 semi-detached villas). The investor requested pink book issuance for 105 lots that have completed compensation and infrastructure. Due to many obstacles causing delays in issuance, the task force agreed to issue pink books to homebuyers first, while retaining the investor's land plots for the company to complete remaining procedures. The investor must coordinate with surveying units to determine financial obligations and resolve unfinished compensation issues.
  • Dong Thuan 1 Apartment Project: Scale of 2 apartment buildings with over 200 units. The task force agreed to issue pink books to homebuyers of this project.

Requirements to complete legal documents for some projects

Regarding the Tulip Tower office-residential complex project, invested by Thuan Hung Construction Joint Stock Company, the task force agreed to issue pink books to homebuyers. However, the investor was required to complete legal documents to provide a basis for pink book issuance.

In addition, at the Thuan Phat Land housing project invested by Nam Thuan Phat Real Estate Co., Ltd., there are currently 440 land plots that have not been issued pink books to buyers. The company proposed submitting transfer documents for 67 houses and 373 land plots for customers to self-build. The Director of DONRE agreed to issue pink books for 250 transferred land plots. For the remainder, the investor must fulfill project-related obligations, after which authorities will continue to consider the case.
