Ho Chi Minh City adjusts investment for Phu My 2 Bridge to nearly 22,000 billion VND
At the fourth session of the Ho Chi Minh City People's Council, the Ho Chi Minh City People's Committee submitted a proposal to adjust the policy for the Phu My 2 Bridge construction project under the public-private partnership (PPP) model.
Accordingly, the Phu My 2 Bridge construction project was approved for investment by the Ho Chi Minh City People's Council in December 2025. The Build-Transfer (BT) contract payment scheme was studied based on a corresponding land fund comprising plots at 420 No Trang Long; 37/5 Be Van Cam; 213 Hoa Binh, and a plot in Tan Thoi Hiep Ward (Ho Chi Minh City), with the total estimated value of the land fund for payment at approximately 15,083.2 billion VND; the payment value from the Ho Chi Minh City budget was approximately 5,807.5 billion VND.
At the session, the Ho Chi Minh City People's Committee presented to the Ho Chi Minh City People's Council a proposal to adjust the investment project under the public-private partnership (PPP) model, with a BT contract, combining payment via the land fund and the Ho Chi Minh City budget. Specifically, the estimated payment value via the land fund was reduced to 14,988.4 billion VND; the remaining value to be paid from the Ho Chi Minh City budget was approximately 6,903.2 billion VND.
Regarding the loan interest after the construction period and the reasonable profit of the investor, payment will be made based on actual incurred figures and relevant legal regulations. Payment from the city budget will only be made when the estimated land fund value is insufficient to pay the investor, with a payment deadline within 3 years from the time the construction is completed, inspected, and put into use.
The Phu My 2 Bridge construction project is one of the key transportation projects of Ho Chi Minh City, falling under urgent cases requiring immediate implementation according to the Conclusion of the Ho Chi Minh City Party Committee.
Phu My 2 Bridge is of great significance in forming a strategic connection axis between the southern area of Ho Chi Minh City and the southern region of Dong Nai (formerly Nhon Trach District) and Long Thanh International Airport; contributing to the completion of the inter-regional transportation infrastructure system according to the approved plan, enhancing connectivity capacity, and creating momentum for the socio-economic, urban, and industrial development of Ho Chi Minh City and Dong Nai.
Upon completion, the project will contribute to traffic flow distribution, reducing pressure on the existing Phu My Bridge, National Route 1, National Route 51, and the Ho Chi Minh City - Long Thanh - Dau Giay expressway; while shortening transport time, reducing logistics costs, improving the efficiency of the regional transportation system, and strengthening regional linkage.
